Matagorda County commissioners approve replat, vehicle disposition, fiber and courtroom tech agreements; meet in executive session

Bay City, Texas — The Matagorda County Commissioners' Court met at 9:30 a.m. July 28 and approved a slate of routine county business, voting unanimously on motions that included a land replat, equipment disposition and purchases, several contracts and financial reports.

County Judge Bobby Seiferman called the meeting to order and certified a quorum with Commissioners Cook, Estlinbaum, Shimek and Frick present. The court approved the minutes from its July 21 meeting before taking up agenda items.

The court approved a replat of Lot 8 of Colorado River Estates, Section 2, in Matagorda County. Commissioner Estlinbaum moved the approval and Commissioner Shimek seconded; the motion passed 5–0.

The court declared a 2019 Dodge pickup (VIN 1C6RR7XT8KS751299) owned by the Matagorda County Sheriff's Office to be salvage and authorized Cantu's Coastal Automative to dispose of it. Judge Seiferman moved the action and Commissioner Shimek seconded; the motion carried unanimously.

Separately, the court authorized payment of $43,976.00 to Grapevine DCJ, LLC for the purchase of a 2024 1500 SSV Crew 4x4 White Dodge pickup (VIN 1C6RR7XT0RS185939) for Emergency Management, purchased through BuyBoard Contract #723-23. Commissioner Frick made the motion; Commissioner Cook seconded and the vote was 5–0.

On infrastructure and communications, the court accepted a compliance letter for Peyton Wind Creek Farm, LLC confirming full compliance with a Road Use Agreement and authorized County Judge Seiferman to sign. The court also accepted a Right-of-Way application from Byers Engineering on behalf of AT&T Communications for a buried fiber line running north along Cobb Road to Simms Lane and voted to waive the associated application fee under the telecommunications provider waiver. The court additionally accepted a Letter of No Objection to install fiber optic cable at the intersection of Magnolia and Ingram streets in Matagorda and authorized the judge to sign that document. All three motions passed unanimously.

The court approved a suite of administrative contracts: the Matagorda County Judge Edition/Courtroom Tools, Electronic Signatures & Electronic Notification Agreement with Tyler Technologies (authorization to sign pending County Attorney review), an engagement letter with accounting firm KM&L for the year ending Dec. 31, 2025 (fee not to exceed $50,000), and a contract with Jackson Electric Cooperative, Inc. to provide electric services to the Precinct #3 office at Bowers Park. Each measure passed on unanimous votes.

Financial items on the agenda were also approved. The court accepted the Matagorda County Treasurer's Quarterly Investment Report for the second quarter of 2025, approved monthly departmental reports and invoices from the County Judge, Precinct #1 and the Transfer Station, and authorized a demand check totaling $550.00 to Texas Lone Star Title, Inc. for Precincts #3 and #4. The court approved additional demand checks, line item transfers and emergency amendments as presented; minutes record unanimous approval on those motions.

At 9:46 a.m. the court voted to enter executive session under Section 551.074 of the Texas Government Code to deliberate personnel matters. The minutes show the court reconvened at 9:54 a.m.; the record notes a motion related to the executive-session matters but does not specify the substance of any personnel action. The meeting was adjourned at approximately 9:55 a.m.

The minutes were subsequently approved in open court on Aug. 4, 2025 and signed by County Judge Bobby Seiferman and the commissioners.
