Matagorda County commissioners approve Duffy Energy tax abatement, award $1.6 million in storm‑mitigation contracts and set budget hearing

Matagorda County Commissioners' Court, meeting in Bay City on Aug. 4, 2025, approved several unanimous motions addressing economic incentives, disaster‑mitigation construction contracts, infrastructure permits and routine fiscal business.
The court voted 5–0 to approve a tax abatement agreement for Duffy Energy Storage LLC after entering and exiting a public hearing held at 9:45 a.m. County Judge Bobby Seiferman was authorized to sign the agreement on behalf of the county.
The session also included two construction contract awards tied to a Texas General Land Office Community Development Block Grant Mitigation (GLO CDBG‑MIT) contract (No. 22‑085‑078‑D342). KC Lease Service dba Matagorda Construction & Materials was awarded the WCID No. 5 Flood and Drainage Project contract in the amount of $1,511,160.00, and Ram Rod Utilities, LLC was awarded the WCID No. 5 Sewer Project contract in the amount of $89,996.90. Both awards were made on Lynn Engineering's recommendation; the County Judge was authorized to sign related documents.
Commissioners also accepted a $12,000 contribution from STP Nuclear Operating Company to offset expenses for the Matagorda County Household Hazardous Waste Collection Event scheduled for Oct. 18, 2025, and authorized publications to solicit bids for construction work on the Justice of the Peace No. 2 Building and the Sargent Community Center.
On infrastructure and permitting matters, the court approved a permit for Bruington Operating II, LLC to transport super‑heavy loads on CR 340 (Jenson Point Road) in Precinct 3 and accepted Letters of No Objection for two fiber‑optic installations: one running north along Cobb Road to Simms Lane in Matagorda and another using HDPE innerduct on Cattle Drive and Red Barn Road. County Judge Bobby Seiferman was authorized to sign the related fiber‑installation documents.
Other routine items approved unanimously included acceptance of the 2024 Distinguished Service Award for the Matagorda County Historical Commission, the deputation of Samantha Garza as a Deputy Clerk for the District Clerk's Office, ratification of an invoice payment to Doyle & Wachstetter, Inc. for $6,964.50, declaration of specified county equipment for online auction through GovDeals.com, approval of payment of bills and approval of line‑item transfers. The court set a public hearing on the 2026 Proposed Matagorda County Budget for Aug. 18, 2025 at 9:45 a.m. and authorized the publication of the hearing notice.
The Commissioners' Court convened and adjourned in a single morning session; Judge Seiferman adjourned the meeting at approximately 9:59 a.m.
