Matagorda County commissioners ratify broadband grant application, approve construction contract and name indigent defense officials

Matagorda County Commissioners' Court ratified a grant application to the Texas Broadband Development Office’s Technical Assistance Program and authorized the county Broadband Planning Committee to work with HR Green, Inc., the court recorded on Nov. 3 in Bay City. The motion to ratify was made by Commissioner Mike Estlinbaum and seconded by Commissioner Troy Shimek; it passed 4-0.
The court approved a contract with Boettcher Hlavinka Company, LLC for construction services on the Justice of the Peace #2 building. Commissioner Estlinbaum moved to approve the contract, Commissioner Charles “Bubba” Frick seconded, and the motion carried unanimously. The contract will be funded by certificates of obligation, and the court authorized County Judge Bobby Seiferman to execute related documents.
Members also approved a resolution to apply for the 2026 Indigent Defense Grant Program. The resolution designates County Judge Bobby Seiferman as the authorized official, 130th District Judge Denise Fortenberry as program director and contact person, and County Auditor Kristen Kubecka as financial officer for the grant. The motion by Commissioner Troy Shimek, seconded by Commissioner Estlinbaum, passed 4-0.
Other administrative actions approved with unanimous votes included: a replat of Lots 10–12 in River Run Section One (E.R. Wightman League, Abstract 101); authorization for the County Auditor’s Office to advertise Bid #26-004 for janitorial services for the courthouse and county office building; approval of a DC Group quote for Information Services UPS maintenance; acceptance of the Matagorda County Treasurer’s quarterly investment report for the third quarter of 2025; approval of departmental invoices (Precincts #1 and #2 and Emergency Management); approval of payment of demand checks; authorization of line-item transfers; and approval of emergency amendments.
The court voted at 9:49 a.m. to meet in executive session under provisions of the Texas Government Code (Sections 551.0725, 551.074(a)(1) and (2), and 551.076) to consult with county attorneys on a contract, deliberate personnel matters, and discuss security implementation. A subsequent entry in the minutes records reconvening and related executive-session procedural action at 10:52 a.m. The meeting was adjourned by Judge Seiferman at approximately 10:53 a.m.
The actions recorded in the minutes were routine administrative approvals and procedural moves; no public testimony or contested policy debates are recorded in the published minutes for this session.
