Matagorda County commissioners approve election order, GLO contracts and Sargent Community Center award

Matagorda County Commissioners' Court approved a series of routine actions and contracts during its Sept. 22, 2025 meeting in Bay City.

The court approved the Order of Election for the Special Constitutional Amendment Election set for Nov. 4, 2025 and authorized the County Judge and commissioners to sign the order. Commissioners also approved updates to county employee health plans, including an addition of endoscopy coverage to the 2025–2026 AD&D and ASO Medical/Dental Plan through the Texas Association of Counties Health and Employee Benefits Pool, effective Oct. 1, 2025, and a correction to the Blue Essential Network (HMO) colonoscopy coverage to match the BlueChoice (PPO) plan retroactive to Oct. 1, 2024 or taking effect Oct. 1, 2025.

The court approved multiple contracts and contract amendments tied to the Texas General Land Office (GLO) disaster‑recovery portfolio: it approved Contract Amendment No. 8 related to GLO Contract No. 20‑065‑123‑C430, and approved contracts associated with GLO CDBG‑MIT Contract No. 22‑085‑078‑D342 for the WCID #5 sewer and WCID #5 flood and drainage projects with Ram Rod Utilities, LLC and KC Lease Service dba Matagorda Construction & Materials. The minutes note the County Judge may sign related documents pending county attorney review.

For capital projects, the court authorized Precinct 1 to purchase a 2019 HAMM H10i smooth drum roller (serial no. The court also accepted a $2,000 contribution from Celanese for the Matagorda County Household Hazardous Waste Collection Event on Oct. 18, 2025 and approved redirecting a separate $2,000 donation, at Kerr County's instruction, to the Community Foundation of the Texas Hill Country to assist victims of the July 4, 2025 flooding in Kerr County.

An out‑of‑state travel request for Dianne Drennan to attend the National Extension Association of Family and Consumer Sciences session in Grand Rapids, Mich., Oct. 20–23, 2025 was approved. The court met in executive session under Texas Government Code §551.0725 (attorney consultation on a contract under negotiation) and §551.076 (security deployment/audit deliberation) and reconvened in open session before adjourning at approximately 11:20 a.m.
