Matagorda County approves awards for sheriff vehicles, JP building and election services

Matagorda County Commissioners' Court on Monday, Oct. 6, 2025, voted unanimously to approve a series of procurement and financial actions, including the purchase of 13 patrol vehicles for the Sheriff's Office, a construction contract for the Justice of the Peace, Precinct 2 building, and an election services agreement with Boling Independent School District.
The court awarded a contract to Silsbee Ford for the purchase of 13 PPV upfitted vehicles and related equipment for the Sheriff's Office, utilizing TIPS USA contract #210907 and tied to FEMA 4332‑DR project #67470 (Alternate Project). The action authorized the County Judge to sign all related documents and passed on a 5–0 vote.
The court also awarded Boettcher Hlavinka Company, LLC the Request for Proposals for construction services related to the Justice of the Peace, Precinct 2 building project. The project will be funded with Certificates of Obligation and was recommended by Lynn Engineering; the court authorized the County Judge to sign related documents. The motion passed unanimously.
Separately, commissioners approved an Election Services Contract between Matagorda County and Boling ISD for an election to be held Nov. 4, 2025, and authorized the County Clerk to sign the agreement. The court approved the Rules of Procedure, Conduct and Decorum for commissioners' meetings and accepted a Software Agreement with i3 Verticals for Justice of the Peace, Precinct 2, authorizing the County Judge to sign related documents pending review and approval by the County Attorney and the County Data Processing Manager.
The court accepted internal reviews for the 2024 fourth quarter and the 2025 first and second quarters, ratified an invoice for Frontz Electrical Mechanical Service that had been paid April 14, 2025 (amount not specified in the minutes), approved departmental invoices for Precincts #1 and #2, the County Clerk and the District Attorney, authorized payment of demand checks, approved line item transfers and emergency amendments.
All of the above motions carried by recorded unanimous votes of 5 ayes and 0 nays where a tally is recorded in the minutes. The court met in executive session and reconvened later in the meeting; the executive-session action is reported separately.
