Matagorda County court authorizes new countywide EMS provider, sets Jan. 1 start

Matagorda County Commissioners' Court on Sept. 29 authorized county officials to end negotiations with AMR for emergency medical services and begin negotiating with Allegiance to provide countywide EMS services starting Jan. 1, 2026.
Commissioner Mike Estlinbaum moved to end negotiations with AMR and engage Allegiance; Commissioner Charles "Bubba" Frick seconded. The motion, which also authorized the county judge and county attorney to negotiate final terms with Allegiance, carried on a 4–0 vote with Commissioners Edward "Bubba" Cook, Mike Estlinbaum, Charles "Bubba" Frick and County Judge Bobby Seiferman voting in favor. Commissioner Troy Shimek was absent.
The minutes record the court's authorization but do not include contract terms, service levels, or cost estimates. The court directed county leadership to complete negotiations and return any executed contract or further details to the court for ratification as required by county procurement rules.
The action followed an executive-session discussion recorded under Section 551.0725 (contract deliberations) and Section 551.076 (security/deployment matters) of the Texas Government Code; the minutes do not include additional public discussion or a presentation of comparative bids.
