Council advances first reading of adjusted water rates proposed by utilities board

City legal counsel Stan Gamso and Roger Kelso, executive director of Columbus City Utilities, presented a first-reading ordinance on May 6 proposing an adjusted schedule for water rates and charges as directed by the Utilities Service Board’s long-term master plan.
Gamso said the board adopted rate adjustments to fund infrastructure projects; he noted the Indiana Utility Regulatory Commission has approved only the 2025 rate schedule and that if the council approves the proposed schedule the changes would be implemented in June 2026. Kelso said the proposed adjustments still allow the utility to fund projects and, as presented, would result in a small decrease for customers compared with previous rates.
Councilor Elaine Hilber moved to pass the first reading and place the ordinance in proper channels; City Council President Frank Miller seconded. The roll call vote was unanimous in favor.
The ordinance will return for further readings and any change is subject to final council action and regulatory review where applicable.
