Matagorda County commissioners approve routine contracts, adopt nuisance procedures and accept $175,000 for DA’s office

The Matagorda County Commissioners' Court on Dec. 22, 2025, approved multiple routine contracts and administrative items and accepted a $175,000 grant for the District Attorney's Office.
Charles "Bubba" Frick, serving as Judge Pro-Tem, certified a quorum with Commissioner Edward "Bubba" Cook and Commissioner Mike Estlinbaum present and called the meeting to order at 9:30 a.m. The court unanimously approved the minutes from its Dec. 15 meeting.
The court approved a series of contracts and service agreements, including one contract for use of the Matagorda County Fairgrounds, a five-year service agreement between Matagorda County and Matagorda Episcopal Health Outreach Program, Inc., dba Vibrance Health (effective Dec. 15, 2025–Dec. 15, 2030), and a renewal agreement with Function4 for the District Court copier. The court also approved a contract with the Sargent Volunteer Fire Department for FY 2026–2027.
Commissioners authorized Matagorda County Precinct #2 Commissioner Mike Estlinbaum to purchase a 2018 Freightliner dump truck and to sign related documents. The court also approved a Matagorda County Right-of-Way Application with a Letter of No Obligation for fiber optic cable along County Road 190 in Van Vleck and authorized the County Judge to sign the paperwork.
The court adopted the Matagorda County Neighborhood Nuisance Abatement Procedures and authorized the County Judge and commissioners to sign the related documents. It also authorized issuance and publication of an Invitation for Bid for Alternate Project #67470 — firefighting vehicles and related equipment.
The court approved a resolution to submit a contract amendment related to Texas Community Development Block Grant (TxCDBG) Contract No. CDV230923 for water system improvements in Van Vleck.
The court accepted a Funding Agreement from the Texas Comptroller's Office under Senate Bill 22 for the Rural Law Enforcement Salary Assistance Program for the District Attorney's Office in the amount of $175,000 and authorized the District Attorney to execute the agreement electronically. The court also accepted the Motor Vehicle Department collection report for November 2025, approved monthly departmental reports, authorized payment of demand checks, approved invoices for several departments, accepted line item transfers, and approved emergency amendments.
All motions recorded in the minutes carried by recorded votes of "3 ayes, 0 nays," reflecting the three members present. The meeting adjourned at approximately 9:43 a.m.
