Matagorda County commissioners approve contracts, plats, right‑of‑way actions and grant submission; meet in executive session

County Judge Bobby Seiferman presided over the Matagorda County Commissioners' Court on Monday, Dec. 1, 2025, in Bay City, where the court approved multiple contracts, plats, right‑of‑way applications and a grant submission and then met in executive session before adjourning.

The court unanimously approved routine business items including the minutes from the Nov. 17 meeting and a contract for use of the Matagorda County Fairgrounds. Commissioners also approved a resolution casting Matagorda County's 1,280 votes for Bruce Krauskopf for the Matagorda County Appraisal District Board of Directors and authorized Judge Seiferman to sign and return the ballot and resolution to the appraisal district.

County officials approved information‑technology purchases and reimbursements for the IT Department, including a sales order with N‑Able and a Victoria Communications reimbursement agreement. The court authorized submission of Grant Application #5668801 (Ballistic Resistant Components) by the Matagorda County Sheriff's Office to the Office of the Governor.

Land‑use items cleared the docket: the court approved a two‑acre plat from an 80.56‑acre tract in the Hardy K Trails Subdivision and approved the Mansukhani Subdivision replat of lots in Caney Creek Estates. The court also approved demand checks totaling $19,700 for the purchase of two trailers for Precinct No. 3 (a 2025 Diamond C trailer for $14,950 and a 2026 East Texas Utility trailer for $4,750).

The commission authorized several right‑of‑way applications with Letters of No Obligation at locations across the county (including sites near Hiram Brandon Drive, 12th Street, Moore Avenue, State Highway 60 and FM 2668), and corrected one address on the record (FM 2668 was noted to replace an earlier typographical reference to FM 2688). Commissioners also renewed a permit for Kebo Oil & Gas Inc. to transport super heavy loads on CR 324 (Slone Road).

Fiscal and contract housekeeping items included pre‑payment of the 2026 first‑quarter payment to the Economic Action Committee, approval of FY 2026–2027 agreements and contracts with the Economic Action Committee and the Matagorda Volunteer Fire Department, and ratification of Contract Amendment No. 4 between Matagorda County and the Texas Department of Housing and Community Affairs (TDHCA) and a corresponding amendment with GrantWorks, Inc., both tied to CDBG‑CV CRP Contract No. 70800001010 for the Food Pantry Project.

The court also declared select county equipment for online auction through GovDeals.com, awarded Bid #26‑004 for annual janitorial services for county buildings, accepted the Motor Vehicle Department collection report for October 2025, approved monthly departmental reports and invoices for several departments, and approved the Matagorda County Treasurer's Office monthly report for October 2025. County Treasurer Loretta Griffin was authorized to submit the 2025 County Health Care Tax and Levy Information Survey electronically.

At 10:35 a.m., the court convened in executive session under Texas Government Code sections 551.0725 (consultation with attorneys regarding a contract), 551.074(a)(1) and (2) (personnel matters) and 551.076 (security deployment/audit). The minutes record the executive session and a subsequent reconvening in open session but do not record any public action taken as a result of the executive‑session discussions. The court adjourned at approximately 11:18 a.m.
