The Matagorda County Commissioners Court approved a series of contracts, financial reports and routine administrative items during its Dec. 15, 2025 meeting, accepting a $49,875 donation for Bowers Park and authorizing a temporary alcohol permit for an upcoming Main Street event.
The actions are part of the court’s regular business docket. County Judge Bobby Seiferman presided; Commissioners Edward “Bubba” Cook, Commissioner Estlinbaum, Troy Shimek and Charles “Bubba” Frick voted on motions reported in the minutes.
In specific votes, the court accepted a donation from Harold and Cheryl Bowers valued at $49,875 in dirt‑work services to be applied to Matagorda County Bowers Park. The motion to accept the donation was made by Commissioner Shimek and seconded by Commissioner Frick and carried 5–0.
The court approved a 2026 septic maintenance contract for the Transfer Station with Sure 'Nuff Septic Services, LLC and a janitorial contract with Genoveva Zamora to clean the Transfer Station office and restroom once weekly at $250 per month, effective Jan. 1, 2026. Both contracts were approved unanimously.
Commissioners also ratified a Professional Services Agreement with KC Lease Service d/b/a Matagorda Construction & Materials under TxGLO Contract No. 25-123-000-F095 for the Sargent Beach County Road 238 Rebuild Project and authorized the County Judge to sign related documents. The motion was made by Commissioner Estlinbaum, seconded by Commissioner Shimek and approved 5–0.
On community services, the court approved contracts between Matagorda County and the Cedar Lane Community Center and the Van Vleck Community Center for FY 2026–2027, and approved a contract for the Law Library. The minutes record unanimous votes on those items.
Financial business included approval of departmental invoices, acceptance of the Matagorda County Treasurer’s Office monthly report and monthly investment report for November 2025, adoption of the Matagorda County 2026 Investment Policy effective Jan. 1, 2026, approval of payment of bills, line‑item transfers and emergency amendments. Each listed motion was recorded as carrying 5–0.
The court also authorized the Bay City Main Street Program to serve alcoholic beverages on county property at the 10th Annual Wild Game and Wine Camofest with a temporary Texas Alcoholic Beverage Commission permit on Saturday, Jan. 31, 2026, from 12 p.m. to 6 p.m., and directed that a copy of the approved permit be provided to the county attorney. That motion was made by County Judge Seiferman, seconded by Commissioner Shimek, and approved unanimously.
