Matagorda County commissioners approve routine contracts, budget moves and $10,000 donation

Matagorda County Commissioners' Court unanimously approved a set of routine administrative and financial items during its regular session on Monday, April 6, 2026, in Bay City.

County Judge Bobby Seiferman called the meeting to order at 9:30 a.m. After certifying a quorum, the court approved the minutes from its March 30 meeting. Commissioner Charles “Bubba” Frick moved to approve the March 30 minutes; Commissioner Troy Shimek seconded the motion, which carried 4-0.

Commissioners approved renewal contracts for an annual ESRI Voter Online Mapping subscription and a Function4 copier lease for the County Tax Office. Commissioner Mike Estlinbaum made the motion to approve both renewals; Commissioner Shimek seconded. The motion carried by a recorded vote of 4 ayes, 0 nays.

The court accepted a $10,000 donation from Harold and Cheryl Bowers earmarked for expenses related to the Chuck Wagon Concession Stand at Bowers Park in Palacios. Commissioner Troy Shimek moved to accept the donation; Commissioner Estlinbaum seconded and the motion passed unanimously.

In routine financial business the court approved invoices for Precinct No. 2 and Information Services, authorized payment of county bills, approved line-item budget transfers and approved emergency amendments. Those motions were made and seconded as recorded in the minutes and each passed with a 4-0 vote.

The court recessed to an executive session later in the morning (see related article on executive-session outcomes). The meeting was adjourned at approximately 10:38 a.m.; the minutes were approved in open court on April 13, 2026.
