McCulloch County commissioners set road bid schedule, appoint Child Welfare Board member and reject burn ban in 3-2 vote

BRADY, Texas — The McCulloch County Commissioners Court on Oct. 27 approved procurement documents and firm dates for bids on road materials and hauling, appointed a new member to the county Child Welfare Board and declined to impose an outdoor burning order after a 3-2 vote.

The court approved revisions to procurement documents for the County Road & Bridge Department and set a procurement timeline: notices to be published before Nov. 3, a pre-bid meeting on Nov. 21 at 1:00 p.m., bids due Dec. 5 at 5:00 p.m. and bid openings on Dec. 8 at 9:00 a.m. Commissioner Rod Young was named the contact for the materials procurement. Commissioner Randy Deans made the motion to approve the documents; Commissioner Carol Anderson seconded. The motion passed unanimously, 5-0.

Why it matters: The procurement schedule and documents will guide how the county buys materials and hires hauling services for road maintenance and construction, which affects local contractors, precinct operations and road projects scheduled in coming months.

The court unanimously authorized a separate set of procurement documents for hauling services; Commissioner Carol Anderson moved the approval and Commissioner Gary Maricle seconded. That vote was 5-0.

The court also moved on several non-procurement items. It approved payment of bills for Oct. 27, 2025, and agreed to split the cost of repairing a Boom Axe fan belt across all precincts; Commissioner Randy Deans moved the bills approval and Commissioner Rod Young seconded, 5-0.

On appointments and recognitions, the court approved recognition of the McCulloch County Long Term Recovery Group by a letter signed by County Judge Frank Trull and appointed Tina Keys as a new member of the McCulloch County Child Welfare Board. The recognition motion was made by Commissioner Carol Anderson and seconded by Commissioner Rod Young; the appointment motion was made by Commissioner Gary Maricle and seconded by Commissioner Randy Deans. Both motions passed 5-0.

The court considered whether to place an order prohibiting outdoor burning and, after debate, adopted a motion recorded in the minutes as approving not to place such an order. Commissioner Randy Deans moved the motion and Commissioner Rod Young seconded. The minutes record the outcome as passing 3-2. The transcript also contains an ambiguous line stating that County Judge Frank Trull and Commissioner Carol Anderson “voted for the Order,” which conflicts with the recorded motion outcome; that ambiguity is noted here and in the official minutes for clarification.

The court declared certain fuel tanks in Precinct 1 to be salvage and approved disposal; Commissioner Randy Deans moved the determination and Commissioner Carol Anderson seconded, 5-0.

Judge Trull reported facilities and grant-related items during departmental reports, including an inquiry about selling the county’s old Super S building and a roof assessment by A-Lert Roofing and other contractors; he said he expects three quotes on tarping/repairs. He also summarized available funding from the Leon Bosque RC&D Council—$13,852 for tire/trash events, $36,039 for illegal dump cleanup and $134,629 for public water system projects—and said McCulloch County received more than $7,000 from the council this year. He noted the Concho Valley Council of Governments grant cycle is open.

The court tabled action on renewal of Interlocal Cooperation Contract No. 4835 for the DPS driver’s license office at 900 E. Main, Brady, until its Nov. 24 meeting. The lease had expired Aug. 7, 2025, and had been extended 90 days while rent terms were adjusted.
