McCulloch County approves $303,685 EMS interlocal, roof and records contracts and several budget actions

The McCulloch County Commissioners Court voted Sept. 22 to approve an Interlocal Cooperation Agreement with the City of Brady to provide Emergency Medical Services in unincorporated areas for $303,685 for the one‑year term Oct. 1, 2025–Sept. 30, 2026.
Commissioner Carol Anderson moved to approve the EMS interlocal and Commissioner Randy Deans seconded; the motion passed unanimously, 5‑0. The agreement covers county service in unincorporated areas and is effective Oct. 1, 2025.
The court also approved several county contracts and budget measures during the regular meeting. Commissioners awarded Hardman Construction a $16,500 bid to replace the roofs at the County Clerk and Tax Assessor offices; the vote was 5‑0. The court approved a records‑management contract between the District Clerk and Terralogic with payment split between this fiscal year and the next.
County officials approved the FY 2026 Statewide Automated Victim Notification Service (SAVNS) Maintenance Grant Contract No. C‑02725 with the Office of the Attorney General and accepted Grant Terms and Conditions for a TDEM subrecipient award relating to Disaster DR‑4879‑TX; Commissioner Anderson noted that page 18 of the TDEM agreement exempts small projects from quarterly reporting. Both actions passed 5‑0.
The commissioners allocated $27,000 from contingency (line 0010.0414.4602) to purchase filing cabinets, storage containers and shelving to preserve documents for the District Clerk, Justice of the Peace, County Clerk, County Treasurer and Tax Assessor Collector. The court also accepted an annual donation of road material from Joe Johnson Ranch and approved donation of surplus library books to the McCulloch County Library Association under Texas Local Government Code Section 263.152; each motion passed 5‑0.
Treasurer Mikkie Williams told the court Nov. 1, 2025 is the deadline for invoices to be charged to the current budget and said departments should submit bills by that date. The court approved the minutes for Aug. 25, Aug. 28 and Sept. 8, 2025 and approved bills for Sept. 22, 2025 while deferring payment on a 2024 road materials invoice pending legal review.
The meeting recessed for lunch and later held a Road and Bridge workshop to discuss FEMA damage assessments and possible grant administration. The court adjourned at 3:36 p.m.
