Broken Bow council adopts revised vendor-permit code, rejects earlier drafts

The Broken Bow City Council on June 11 adopted a revised vendor-permit ordinance and fee schedule, voting to approve Ordinance 1285 to establish Chapter 113 of the city code and Ordinance 1286 to amend vendor permit fees.
City Administrator Dave Schmidt told the council the newest draft (Ordinance 1285) "is the result of over 60 original manhours of work" plus additional committee time and that the tracked-changes version shows key edits on duplicate permits, the area to be policed for trash, and signage rules. He said the fee changes in Ordinance 1286 remove a Market-on-the-Square–specific section and fold electrical costs into the standard permit fee.
The ordinances address itinerant merchants, Market on the Square and special events. Councilmember Luke Wassom thanked participants who contributed to the revisions, saying the process aimed to balance vendor needs and community concerns. Public commenters including Mona Weatherly asked whether the ordinance would allow vendors to park on the south side of the square 24/7; Administrator Schmidt confirmed it would not and noted Ordinance 1276 had already removed that allowance. Resident Timothy Freburg thanked the council for listening to vendors' concerns.
Earlier drafts failed. The Council opened hearings on Ordinances 1282 and 1283 but then voted to NOT approve final passage of both those earlier ordinances before moving forward with the revised package.
By adopting 1285 and 1286, the council established a citywide permitting framework that standardizes fees and adjusts operational rules for vendors and special events. The ordinances were adopted by voice/roll-call votes with all sitting members recorded as voting in favor when final passage was taken.
Next steps: the ordinances are adopted and will be published as required; enforcement and implementation details are expected to follow through city staff and ordinance publication.
