Madison County Council approves several appropriations and two salary ordinances

The Madison County Council approved a package of routine budget transfers, appropriations and two salary ordinances during its meeting.

Specific actions included approval of a $2,000 transfer in the assessor's office budget (from printing and advertising lines), appropriation of $2,000 in fines-and-fees (encasa) money for the sheriff's department, and a $3,000 appropriation for problem-solving courts funded by the Macassa Fund. The council also approved a request from the highway department to appropriate funds for truck and equipment repairs and authorized a transfer to cover maintenance staff from the M Triple C budget to county general maintenance.

Sheriff's-office representative John Beeman described parts of the requests as routine reimbursements tied to marshal service overtime and other small appropriations. "This is our portion of it for the sheriff's department to $2,000," he said while presenting the encasa funding item.

The council also approved two salary ordinances by roll-call vote. Ordinance 2026-5c adjusted budget lines to accommodate sheriff overtime; Ordinance 2026-5d moved a courthouse maintenance salary line reflecting the transfer of that position to county maintenance. Council members recorded their "yes" votes in the roll calls for both ordinances.

Veterans-affairs requests for $2,015.13 to cover Memorial Day flags and about $2,008 to send three staff to an IDVA retreat were also approved after clarifying questions about per diems and lodging.

All motions related to these items passed by either unanimous voice vote or recorded roll call. Several council members reminded departments to consider modest travel savings and to follow up on department-submitted cuts that might not be sustainable.

The council wrapped the agenda after these actions and scheduled additional budget review work after the June meeting.
