McCulloch County approves $2.5 million settlement, transit and detention contracts; tables EMS interlocal

At its Aug. 25 meeting the McCulloch County Commissioner’s Court approved a $2.5 million settlement from wind companies, authorized a $57,156.06 transit interlocal and juvenile detention agreements with Tom Green County, approved salary supplements and donations, funded a local recovery center, and tabled an EMS interlocal until Sept. 22.
McCulloch County’s Commissioner’s Court on Aug. 25 approved a budget amendment to accept a $2,500,000 settlement from Goldwind USA Inc. and Rattlesnake Power LLC and approved a series of routine interlocal agreements and county actions by unanimous votes.
The actions are significant to the county’s finances: the court adopted budget amendment 2025-4 to record the $2.5 million payment related to the second amendment of a tax abatement and designated it to county account code 0010.0371.3825. Commissioner Randy Deans moved for approval and Commissioner Don Bratton seconded; the vote on the amendment and most routine items was 5-0.
The court also approved the FY 2025–2026 Interlocal Agreement for Public Transit Services with the Concho Valley Transit District in the amount of $57,156.06 and accepted the County Treasurer Mikkie Williams’s FY2025 third-quarter report. Two related agreements with Tom Green County were approved: a contract for detention services for juvenile offenders and an Interlocal Agreement for a Detention Expansion Project for juveniles.
A motion to approve a proposed Interlocal Cooperation Agreement with the City of Brady to provide Emergency Medical Services to unincorporated areas was rescinded and the item was tabled after Commissioner Carol Anderson raised questions and concerns. The court voted to table the EMS agreement until the Sept. 22, 2025 meeting to allow the outstanding issues to be addressed.
The court approved payment of salary supplements from asset-forfeiture funds for three county treasurers: $20,000 to the McCulloch County Treasurer, $6,000 to the Kimble County Treasurer, and a revised amount of $4,181.40 (revised from $3,484.50) for Ally Yonker. The court cited Code of Criminal Procedure Article 59.26(D-1)(7) when approving these supplements.
The court also approved acceptance of donations and memorials to the McCulloch County Library for July 1–31, 2025, and tabled a roof-replacement quote for the County Clerk/Tax Assessor offices to the Sept. 22 agenda to allow commissioners to contact the contractor.
Presenters Eric Sanchez and Joe Johnson asked the court to approve a $5,000 fund for the Alcohol and Drug Awareness Center for the Concho Valley to support treatment at the Journey Recovery Center for people 18 and older; they told the court the center had served nine McCulloch County residents and reported a 70% success rate. The court approved the $5,000 allocation 5-0.
The court entered a closed executive session at 11:24 a.m. under Government Code Chapter 551.071 to consult with the county attorney about courthouse property insurance, reconvened at 11:49 a.m., and adjourned at 11:51 a.m. All motions recorded in the minutes carried by unanimous vote when taken.
The court scheduled multiple items—particularly the EMS interlocal and the roof replacement quote—for further consideration at the Sept. 22, 2025 meeting.
