Council tables Pinecrest school parking/drainage plan over funding and TIF constraints

Dr. Neal said the school board and maintenance department met with Greene’s and Rusty Noggle to develop what the minutes describe as a plan that would tie into an existing tile under Kennedy. Rusty Noggle said he would review the maps but “wasn't 100% sure” of the size of the current line.
Minutes state the total project cost is $106,000 and that a grant the school plans to seek would require the city to pay 30 percent of the cost. City staff advised council the project area is not inside the TIF district and, under that constraint, the city cannot legally use TIF funds on the work. The school must secure a formal agreement from the city before applying for the grant, the minutes say.
Council members discussed financing options and whether the city could assist, including splitting payments across fiscal years. After discussion, the council voted to table the item and refer financing questions to the finance committee. The motion to table was made by Alder Robert Weaver and seconded by Alder Curt Gordon and passed unanimously, 5–0.
The council did not adopt a project timeline or commit specific funding; the item will return to council after the finance committee reports back.
