Morgan County Commission approves $13.3 million in disbursements, personnel hires and small refunds

Commission Chairman Ray Long presided over the Morgan County Commission’s March 24, 2026 meeting in Decatur, where the board unanimously approved routine financial and administrative measures, including accounts payable disbursements for January and February 2026 totaling $6,748,394.51 and $6,519,566.89, respectively.
The actions taken included authorization for the chairman to execute a state subaward (26CLEM) of $17,000 to supplement the certified local emergency manager’s salary for the Oct. 1, 2025–Sept. 30, 2026 period; the Commission adopted the resolution after a motion by Commissioner Randy Vest and second by Commissioner Matthew Frost.
Commissioners also unanimously authorized the county to solicit sealed bids for heartbeat monitors for jail cells at the Morgan County Jail, on behalf of Sheriff Ron Puckett; the motion was offered by Commissioner Greg Abercrombie and seconded by Commissioner Matthew Frost. The resolution directs staff to solicit bids from the lowest responsive bidder meeting specifications.
On personnel, the Commission approved filling two positions: an Administrative Assistant (Grade A03, $19.38–$24.96 per hour) in the Commission office and a Residential Truck Driver (Grade B02, $17.96–$23.12) for the recycling division. The hiring authorization was approved by unanimous vote.
The board approved two refunds: a $915 sanitation-fee refund to Charles Sears of Hartselle, requested by Environmental Services Director Johnny Howell and described as refunds for fees paid in error over a 72-month period, and a $113.24 mortgage-tax refund to the law firm Harris Caddell & Shanks, PC for tax recorded in error.
Other routine approvals included a $1,000 tourism promotion contract payable from Tourism, Recreation & Convention funds to the Hartselle Area Chamber of Commerce and approval of vendor invoices totaling $21,692.66, which included $595 for NACIO membership dues and $21,597.66 to JMR+H Architecture, PC for courthouse renovations.
The Commission also declared one 1997 Freightliner FLD 120, VIN IFUYDZYB7VL683606, surplus and authorized its disposal. Every action on the agenda was adopted unanimously by the four commissioners present (Chairman Ray Long; Commissioners Randy Vest, Matthew Frost and Greg Abercrombie); Commissioner Jeff Clark was absent.
The meeting concluded with the board adjourning after the listed actions were completed. Minutes were later approved on April 14, 2026.
