Morgan County Commission approves grant application, contracts and $6.8 million in disbursements

The Morgan County Commission met April 28, 2026, in Decatur and unanimously approved a slate of routine administrative and operational actions that amend the county budget and authorize purchases and contracts.
Chairman Ray Long opened the meeting; Commissioners Jeff Clark (District I), Randy Vest and Greg Abercrombie were present and Commissioner Matthew Frost was absent. Commissioner Jeff Clark offered Resolution 26-230 authorizing the chairman to apply for the America250AL Community Grant in the amount of $2,500 to support local events and projects marking the United States’ 250th anniversary; the motion was adopted unanimously.
The commission approved several vendor contracts and maintenance agreements tied to county operations. By Resolution 26-231, the board authorized the chairman, on behalf of Sheriff Ron Puckett, to approve an extended-warranty contract with South Western Communications, Inc., for the Morgan County Jail electronic security system at $21,002.75 per quarter for the period beginning March 1, 2026 and ending Feb. 28, 2027. The minutes contain a typographical year in an earlier paragraph that lists the end date as Feb. 28, 2021; the corrected end date in the resolution text is Feb. 28, 2027.
The commission also approved an estimated $27,000 quote from Jenkins Tower Services to remove two towers from the courthouse roof and amended the budget to cover that anticipated cost. Emergency Management Agency director Jonathan Warner received authorization to renew a Canva Pro subscription for EMA content creation at $199 for one year and to renew annual support and maintenance for the EMA mobile app from OCV, LLC for $1,995 for Oct. 1, 2025–Sept. 30, 2026.
Personnel and property actions included Resolution 26-238 authorizing department heads to fill listed positions (Environmental Administration Clerk, Environmental Recreation Coordinator and Parks and Recreation groundskeeper) and Resolution 26-239 approving employee additions and deletions for March 2026 across departments including the jail and parks. The commission reappointed Ferrell Vest to the Decatur-Morgan County Port Authority Board for a five-year term expiring May 10, 2031.
Significant equipment purchases approved included a Mower Max 24' boom with 50' rotary deck (Gen IV) for $302,092.86 to be paid from District I Road & Bridge funds under Resolution 26-240, and a 2026 Chevrolet Tahoe for License Commissioner Kate Terry from McSweeney Auto for $63,571.08 under Resolution 26-241. The EMA director was authorized to dispose of two aging Cardiac Science AED units because replacement parts are unavailable.
On finance matters, the commission approved a refund of mortgage tax recorded in error to Nowlin & Associates for $191.75 and adopted Resolution 26-245 approving county disbursements for March 2026 totaling $6,808,980.13. The minutes show the commission reviewed and approved invoices totaling $6,382.89, including $6,257.89 charged to courthouse renovations.
All motions recorded in the minutes were adopted unanimously. With no further business, the commission adjourned. The minutes were later approved on May 12, 2026, per the record.
