County credits in-house transport with hundreds of thousands in savings, approves pay bump for Zach Rivera

Rivera (speaker 22) told the court that over two contracts the county had saved about $380,000 and that this year’s savings were approximately $200,000; he described tracking detailed time-and-motion spreadsheets that helped reduce outside contract fees and improve service oversight.
Commissioners praised the transition from outside contractors—citing improved vetting, background checks and professionalism—and said county-run transport increased transparency and allowed better control over response times. Tracy said moving the function in-house eliminated additional fees charged by contractors and allowed the county to manage organ-donation and family-contact procedures more closely.
Commissioner (speaker 7) moved to increase Rivera’s pay from $17.01 to $17.10 effective immediately; the motion passed by voice vote.
The record shows the court approved the modest pay increase alongside recognition of the broader operational savings produced by bringing transport services into county control.
