Midland County adopts FEMA-funded Hazard Mitigation Action Plan to qualify for mitigation grants

Midland County Commissioners authorized adoption of the county’s Hazard Mitigation Action Plan on Dec. 16, a FEMA grant-funded document prepared jointly with the City of Midland, Midland College, Midland ISD, Greenwood ISD and the hospital district.
Emergency management staff told the court the plan, a multi-year effort delayed by COVID-19, serves as a blueprint for mitigation priorities and is required for jurisdictions to apply for certain hazard-mitigation grants. County staff said the plan will help seek funds for projects the county might prioritize in the future, such as installing generators at county buildings or purchasing land in flood-prone areas.
A motion to allow the fire marshal to activate the Midland County Hazard Mitigation Action Plan and to adopt the resolution was moved and seconded, and the court approved it by voice vote.
What happens next: With the plan adopted and the resolution signed, Midland County and participating jurisdictions become eligible to apply for hazard-mitigation grant funding under FEMA and related programs; staff will follow up on grant opportunities as they arise.
