Midland County commissioners on July 1 approved transferring non‑core payroll and benefits duties from the treasurer's office to Human Resources and authorized the creation of three HR positions to assume those responsibilities.
HR leadership said the change would reduce duplication, clarify who employees contact for benefits and expedite processing of hires, changes and deductions. The treasurer emphasized constitutional duties that remain with the treasurer’s office — including the final financial control and check issuance — and requested an audit role be retained for reconciliation prior to checks being cut. Commissioners and staff agreed HR would handle front‑end functions (data entry, new hire paperwork, benefit enrollments) while the treasurer’s office would retain financial execution and signature authority.
The court approved creating three new HR positions and directed HR to fund the initial appointments from existing unused salary lines; the treasurer and HR will coordinate to preserve final audit and signatory functions and ensure payroll reconciliation procedures remain in place.
Outcome: transfer approved; HR to implement transition planning and funding will be managed from current HR salary lines with adjustments later if necessary.
