Hartselle council adopts 10-year Spectrum cable franchise, approves routine motions and budget adjustments

Ordinance 1655: The council adopted a 10-year cable franchise renewal with Spectrum Southeast, LLC that maintains a 5% franchise fee. City Attorney Larry Madison explained the renewal terms and the council suspended the rules for immediate consideration; a roll-call vote showed each member voting "Yes." Council then adopted the ordinance by unanimous voice vote.
Minutes: Council approved the minutes for the April 14 work session and regular meeting following motions by Council Member Virginia Alexander and seconds by Council Members Mike Swafford and Austin Baker.
RSA service credit: Council approved a request allowing Officer Joseph Harris to purchase Retirement Systems of Alabama (RSA) service credit for a period while on active-duty military leave. The officer's portion was stated as $5,035.62 and the city's portion $7,825.94; Council Member Austin Baker moved approval and Council Member Sherry Yeager seconded.
Cemetery claim: The council approved payment, up to $1,200, to move a vault after a 2012 burial was discovered to have been placed in the wrong location; City Attorney Larry Madison recommended the payment despite stating no conclusive evidence of city fault.
Contract and budget items: The council authorized the mayor to sign an extension with SFC for an on-site operations manager while contract negotiations continue; approved a $9,600 budget adjustment for Police Department vehicle maintenance to cover unexpected repairs; and declared a 2016 Freightliner M2-106 garbage truck and a 2003 New Holland LB75B backhoe surplus (Town Creek expressed interest or items will be sold on GovDeals). All motions passed by unanimous voice votes.
Safety awards: Mayor Missy Evans announced quarterly Safety Award winners from each department and the council approved recognition.
