Midland County adds Reflections Ministries to jury-pay donation list and proclaims June Elder Abuse Awareness Month

Adult Protective Services staff and advisory-board volunteers briefed the court on services for vulnerable seniors and adults with disabilities. Janet Kinkade, an advisory-board member, told the court the board ‘‘fundraises for APS’’ because state funding is insufficient for all local needs. Anna Pesiano, who identified herself as working for Adult Protective Services, described coordination with local partners to help with housing, food and medical needs for clients.
Judge Terry Johnson read the formal proclamation before the court, saying in part, "Now, therefore, I, Terry Johnson, in recognition thereof, do hereby proclaim the month of June 2025 to be elder abuse awareness month." The proclamation text cited a figure reported in the presentation: 123,852 reports of abuse of older adults and people with disabilities in Texas in 2024; the court recorded that number as part of the proclamation language.
Reflections Ministries, presented to the court as a 501(c)(3) nonprofit that provides trauma‑informed care and transitional housing for survivors of human trafficking, was recommended for the jury-pay donation list by county staff on statutory grounds (Texas Government Code §61.003 was cited in the presentation backing). A presenter for the ministry described services including 24/7 staff support, long‑term aftercare and specialized life‑skills programming.
A commissioner moved to add Reflections Ministries to the approved list, another commissioner seconded, and the court approved the addition by voice vote. The court also moved and approved the elder‑abuse proclamation by voice vote.
Next steps: there were no additional conditions attached to the donation‑list addition. The jury‑pay form that provides jurors the option to donate will be updated to include Reflections Ministries among approved recipients.
