Midland County approves contracts, dash-cam agreement and RFP for Horseshoe alcohol service

The Commissioners Court on May 19 approved a Vigilant (Motorola) TAG subscription ($51,865), an Axon body/dash camera agreement, library and exhibit agreements, several road and maintenance contracts, and an RFP to select a single-source alcohol vendor for Horseshoe events; the court also approved vehicle purchases and then went into executive session.
The Midland County Commissioners Court approved a series of routine contracts, equipment purchases and a procurement step for event alcohol service at its May 19 meeting.
On a consent and action calendar, the court approved a Vigilant subscription from Motorola Solutions for the county TAG investigative service, a contract the county said is fully funded by TAG. "This is part of our TAG that's ongoing investigative service we have at the county, and we're just asking if we can subscribe to the Vigilant," an agency official said during the request; commissioners moved and authorized the county judge to sign the contract at a cost the county listed as $51,865.
The court also authorized the county judge to sign an Axon body-and-dash-camera agreement after a constable explained the request was to restore both dash and body cameras for deputies and that the money was in the account. The court approved a Tio Toto bilingual performance for the summer reading program (scheduled June 10), adopted a five-year library strategic plan required by the Texas State Library and Archives Commission (TSLAC), and approved an exhibition license for "Julia Child, A Recipe for Life," scheduled Oct. 2–Jan. 10 and funded by the FMH Foundation.
Infrastructure and maintenance items approved included a change order with Permian Paving (an $11,270 payment/performance-bond item) for East County Road 110 at the jail, a contract amendment to repave part of the road-and-bridge fleet lot, and an award to HJC Farms Inc. to repair three damaged guardrail locations. The court also approved authorizing the county judge to sign a right-of-way agreement allowing the Environmental Protection Agency to drill additional monitoring wells in an existing right-of-way.
The court approved cancellation of a LEAF Kinetico contract for certain district court break rooms (30-day notice) and authorized Culligan water/RO dispenser agreements for several court break rooms ($65 per month for 12 months). Finance staff presented bills and a wire transfer correction and the court approved payment of the listed invoices, including a Premise Health bill the staff identified at $61,610.77.
Commissioners debated and approved purchase of three vehicles and upfitting to replace older units, using cooperative purchasing contracts and trade-ins; staff said funds were available from a canceled transport contract that had freed up budget money. The purchases were approved after discussion about remaining encumbrances in the autopsy line and whether the transport funds should be spent now or preserved. The court then recessed for an executive session under Texas Government Code sections 551.074 and 551.087 and returned to open session to table two items before adjourning at 10:34 a.m.
"I'm against going, 'oh, we have this money over here — let's hurry and spend it somewhere else before we lose it,'" the county judge said during the vehicle discussion as commissioners described trade-ins and POs already submitted. The judge and staff agreed to proceed with the vehicle purchases after confirming available funding and trade-in arrangements.
