Midland County approves $185,996 purchase to replace voter-registration system

The Midland County Commissioners Court on Jan. 20 approved purchasing and implementing a new voter-registration system after elections staff described persistent limitations in the state system.
Elections official (speaker S18) told the court the county moved to the state's voter-registration system months earlier but found it "archaic, not user friendly, and it lacks much functionality." The official recommended switching to Voter Focus by VR Systems, saying it closely resembles the county's prior system and would restore several state-mandated workflows that are currently cumbersome. "The cost for implementation in the first year is $185,996," the official said, adding that annual maintenance thereafter would be about $37,006.
Commissioner (S9) moved to purchase and implement the system and to fund the first year from contingency; Commissioner (S6) seconded the motion. The court approved the purchase on a voice vote. Elections staff said implementation could not be completed before the primary election, so the county will continue using the state system for the primary and expects to roll out Voter Focus shortly after.
The court did not record a roll-call vote in the transcript; the motion was carried by voice vote. The elections official said no new equipment would be required as part of the switch.
Next steps: county staff will work on implementation scheduling after the primary; the court directed finance staff to move contingency funds to cover the first-year cost.
