Highland Lakes council adopts building-code and dog-control ordinances, repeals two older rules

The Town Council of Highland Lakes on April 7 adopted a new building-code ordinance and a dog-control ordinance, repealed two older town ordinances and approved a set of resolutions and appointments.
The council voted unanimously to adopt Ordinance HL-O-2026-04, updating the town's building codes. Councilmember Bobby Rhodes moved the measure and Carl Randall seconded; the roll-call vote was unanimous in favor.
The council then approved Ordinance HL-O-2026-05, governing control of dogs in town. Bobby Rhodes moved the ordinance and Carl Randall seconded; Councilmember Ramzi Malek voted no while the other four members voted yes, and the ordinance passed 4–1.
The council also repealed Ordinance HL-96-02 (Road Use) and Ordinance HL-05-04 (Regulate Use of Town Property). Both repeals passed on unanimous roll-call votes after motions by Bobby Rhodes and seconds by Carl Randall (each recorded as "all present voted yes").
In other formal actions, the council approved Resolution HL-R-2026-05 to surplus a riding lawn mower through sealed bids and appointed Jim Robertson to fill the vacant seat on the Lake Preservation Committee. The meeting introduced Ordinance HL-O-2026-06 (Use of Public Buildings) for first reading; Town Attorney Alex Smith said he would revise items in the Hold Harmless Agreement before the council votes on it in May.
