Commissioners debate vendor choice and timing for West County Road 145 design

Commissioner S4 asked the court to authorize Maverick Engineering to design drainage improvements and a paving plan for West County Road 145, which S4 described as an unpaved county road with poor drainage and several resident properties along it.

S4 said Maverick is on the county’s approved vendor list and argued the work should start now so the design would be ready for budgeting in October. Other commissioners questioned why a specific vendor was being proposed rather than following Public Works’ normal procurement and prioritization process. The presiding judge (S1) asked whether knowledge of the vendor’s owner required recusal; S4 denied any personal benefit and said he knew the owner but asserted no financial conflict. Commissioners also discussed the long‑lead time for right‑of‑way and easement work and whether a $122,000 design authorization was appropriate now versus including the project in the next budget cycle.

Public Works staff (S12) said planning and design commonly take 9–12 months and that the county’s multi‑year construction outlook drives when design work is requested. After extended discussion about precedent for paving caliche roads, procurement procedure, project prioritization and constituent needs, the court agreed to table the authorization and asked Public Works to queue the project through the department’s process so the design and budget timing could be coordinated.
