Midland County approves three‑year OpenGov agreement to modernize asset management and permitting

The court authorized execution of a three‑year agreement with OpenGov to provide enterprise asset management, permitting and licensing tools that integrate with the county’s GIS.
Public Works/IT staff (S3) explained the system will improve field‑to‑office workflows and enable bidirectional communication with the county GIS so crews can see work orders and map assets. Andy Russos (S8), the OpenGov account representative, told commissioners the system is in use by multiple Texas counties and said the software will enable faster work‑order creation, clearer resident communication and prebuilt dashboards for budgeting and asset reporting.
County staff discussed prior experience with legacy systems (PubWorks and iWORKS), budget limits for non‑RFP products, and the cooperative purchasing option that makes OpenGov available under state purchasing contracts. Commissioners noted the software must meet both operational and accounting needs; staff said initial deployment is budgeted and implementation is expected during the first year of the contract.
A motion to approve executing the OpenGov agreement was offered by Commissioner S5 and approved by voice vote.
