County approves road contracts, change orders and schedules chip‑seal work; Road & Bridge reports extensive maintenance progress

The court later awarded RFP 26MCO662 (paving of the road and bridge fleet lot) to Permian Paving for $463,000 and deemed seven respondents to RFQ 26MCO661 qualified for materials testing master service agreements.
On change orders, the court approved a Ronald R. Wagner & Company change order for the 2026 chip‑seal project related to payment and performance bonds and approved a $124,121 change order with Reese Albert for South County Road 1110 after staff reported a roughly 23% quantity overrun on concrete paving.
Road & Bridge reported staffing and operational metrics: 32 positions with seven vacancies, recent hires of equipment operators, 28 miles of reprocessed roads, about 100 tons of patch material placed, and large projects moving through inspection and bidding. Staff said the county’s chip‑seal portion is scheduled to start May 25 and is expected to take about two weeks to complete, and OpenGov asset‑management software will go live June 1.
Commissioners also approved a work authorization with Park Hill to finalize utility coordination for West County Road 160 (miles 3–6). Court discussion included costs, timelines and the county’s inventory of existing caliche roads that may require future decisions.
