Airport authority seeks $6,500 for change order; Des Moines County board tables cost-share decision

The Southeast Iowa Regional Airport Authority asked member entities April 21 to share roughly $6,500 in costs for a contractor change order that would pave a small access area leading to the ball-field parking adjacent to the airport.
Chad Bird, Burlington city manager, told the board the change order was either ineligible for FAA funding or exceeded project grant budgets and that the airport authority was asking member agencies to help close the funding gap. "The total cost of the change order is just short of $6,500," Bird said, and if split among the three member agencies it would be about $2,164 each; a four-way split would reduce that share further.
Board members questioned whether the work is an airport access improvement or a recreational parking area and noted a longstanding allocation formula used for larger airport projects (Burlington ~75%, West Burlington ~12%, Des Moines County ~13%). Some supervisors said the cost is small but wanted to respect the agreed allocation percentages; others suggested equal shares for this one-time item.
After discussion, a board member moved to table the funding request until the next meeting to allow time for detailed allocation calculations and confirmation of whether additional agencies would participate. The motion passed; the airport authority was encouraged to provide clarifying documentation and updated cost-allocation figures.
