Des Moines County adopts FY2026–27 budget, sets appropriations and budget amendment hearing

Des Moines County supervisors approved the county’s FY2026–27 budget and appropriations at their April 21 meeting, adopting revenue and spending plans and scheduling a separate public hearing on a FY2026 budget amendment.
Cheryl Mack in finance presented the revenue and expenditure estimates: proposed revenues of $33,910,005 and pretransfer expenditures of $34,773,691. Internal transfers of $3,321,377 bring the total to $38,095,068, which the packet described as producing "deficit spending" of $4,185,063 in the worst-case scenario. Mack said the county historically ends the year with higher revenues and lower expenditures than budgeted and reported a projected ending fund balance of 21.2% for FY2027.
The board approved the FY2026–27 budget and a resolution directing the county auditor to file the required schedules. The board also approved a separate resolution fixing a time and place for a public hearing on the FY2026 budget amendment for Tuesday, May 12, 2026 at 9 a.m. in the boardroom at the Duane County Courthouse and directed the budget director to publish required notices.
Supervisors emphasized the county’s approach to budgeting reserves to cover the July–September period before property-tax receipts arrive, and they said conservative revenue estimates avoid overtaxing residents.
