Enumclaw council approves application for $400,000 youth athletic facilities grant to light six‑plex

The Enumclaw City Council authorized staff to apply for a youth athletic facilities grant from the Washington State Recreation and Conservation Office (RCO) to fund lighting work on Boise Creek fields and other ballfields.
Parks Director Aliyah Hibbs said the grant application requests $400,000 and that staff will use existing impact fees to meet the RCO's 50% match requirement while budgeting the remaining local match in 2027. "This grant application proposes an award of $400,000, and we will leverage... impact fees and a match... for a total of 800,000," Hibbs said. She confirmed the RCO match requirement is 50% and that the city already has $202,000 in impact fees available; the additional budgeted funds in 2027 would be $198,000.
Council motioned and approved Resolution 18-74 by voice vote to authorize the mayor to execute the grant application.
The project scope discussed at the meeting included relamping existing field lighting and lighting additional fields; staff noted cost increases since initial estimates and included a 15% contingency in the budget.
