The National City Community and Police Relations Commission voted Aug. 15 to authorize sending a commission member to the National Association for Civilian Oversight of Law Enforcement conference in Tucson, Oct. 13–17. Staff said the estimated cost per attendee is about $2,652 and the CPRC budget is roughly $3,000; commissioners carried the motion unanimously.
Commissioners discussed logistics and whether a specific member should be named now or later. Commissioner Gomez volunteered and moved to "throw my hat in the ring"; the motion was seconded and the commission voted to authorize attendance. Chair and staff said that in prior years the clerk coordinated who would attend when multiple members expressed interest.
Separately, commissioners debated whether non‑employee commissioners should be issued city email accounts and business cards. City IT and the city clerk told the commission that issuing city email to non‑employees can create cybersecurity and records‑retention risks because access to a municipal email account can also create a route to the network and records. Several commissioners called the restriction "outdated" and said issuing business cards should be finalized; no formal change in policy was made at the meeting.
The city attorney provided a closed‑session report, stating that during closed session commissioners heard seven items and each received a vote of support by unanimous vote. The attorney did not disclose details of the closed session items in open session.
The commission adjourned and set its next meeting for Nov. 20, 2024, at 6 p.m.
