Alexander City council rejects substation maintenance bid, amends appointment and votes on other measures

The Alexander City Council on May 18 rejected a single bid for substation testing and maintenance and took several other procedural votes.

Brian, a utilities staff member, told council he recommended rejecting Bid 2608 because only one vendor submitted a proposal and the required work would require taking a substation offline during the summer heat. He recommended rebidding with work scheduled for October to attract more bidders and avoid overloading the city’s other substation during peak demand: “We’re about to approach the hottest part of the year … we really don't need to do that maintenance right now,” he told council. After discussion, a motion to reject Bid 2608 passed on a hand-raise vote recorded as 5–0.

Council then considered a resolution to declare a number of vehicles and miscellaneous equipment as surplus for sale. Sasha explained the items (trucks, air-conditioning units, filing cabinets) and said proceeds would be returned to department budgets. Council discussed whether any items should be retained for crew use. The transcript records that the motion regarding surplus items did not pass as presented (recorded as "failed five to zero").

Council also moved to amend a resolution about committee appointments, removing the phrase naming the public works director and instead recommending Councilman Mike Lucas as the city’s election-committee representative. The amendment and the amended resolution were approved. The council approved the Municipal Water Pollution Prevention annual report (Sugar Creek and Cold Creek basins) after staff summarized the in-house self-audit and basin-level spending.
