Council removed the $35,000 line from the draft budget pending further FEMA decisions and committed staff to continue negotiations with FEMA and to provide updated cost estimates and timelines. No final decision was made about relocation; staff said they are seeking options to reduce taxpayer cost, including a possible dirt exchange with a private contractor that did not materialize during negotiations.
The chief emphasized the training need: without a usable range the department must borrow training time and funds from other sources to maintain certification requirements.
