Commission backs Malin lot-line adjustment with general-plan and rezoning recommendations

The Monosto Planning Commission voted to recommend approval of a package consisting of a general-plan amendment, zoning map amendment and lot-line adjustment for three contiguous parcels owned by the Katherine L. Malin Trust (Case Nos. 25 GPA-0000006, 25 RZN-0000006, 25 LLA-0000002).
Planner Saurin Kringle told the commission the project moves 0.27 acres from Parcel A to Parcels B and C so the existing driveway and landscaping align with parcel boundaries. Kringle said all parcels will continue to meet minimum lot-size requirements (Parcel A has a 5-acre minimum; Parcels B and C have 2-acre minima) and staff found no environmentally sensitive habitat on the moderately sloping site. Staff recommended the commission forward findings and the revised resolutions to the Board of Supervisors.
Kringle said the project is exempt from CEQA under the categorical exemptions for existing facilities and minor alterations to land use limitations (CEQA Guidelines §§15301, 15305). Applicant representatives Sarah Marshall and Steve Fort from Seps Land Use Consulting attended to answer questions.
A commissioner moved and a second was given to approve the staff findings; no ex parte contacts were reported. The motion carried on a 3-0 voice vote with two commissioners absent. The commission’s recommendation will be forwarded to the Board of Supervisors subject to the conditions in the staff report.
