The Upper Adams School Board approved a roughly $8,800 contract amendment to update permitting and design documents for the district’s proposed turf and track project after vendors changed plans for soil movement.
Staff explained the amendment was requested because initial permit documents assumed soil would be moved to another site; state permitting and testing requirements mean moving soil off-site would trigger additional testing, permits and certificates that could top $100,000. Updating the documents to show the soil will remain on site will keep the project within the existing permitting pathway.
Year‑to‑date spending on the turf and permit work was reported at about $113,483 against a $125,000 capital allocation; after the $8,800 amendment, staff said only about $3,000 would remain of the previously approved $125,000. Administrators warned that the Department of Environmental Protection may require action within the next 30 days and that delaying the update could require restarting parts of the permitting process, adding several months to the timeline.
The board voted to approve the additional services and document updates. The roll-call vote passed with one no vote from Mr. Matthew Lustick.
