Atherton delays action on Gilmore House housing program until mid‑cycle check‑in

Atherton’s planning staff told the council that the proposed Gilmore House housing program in Holbrook Palmer Park is behind the schedule set out in the housing element and that staff recommend deferring solicitation and RFP work until the mid‑cycle check‑in.
Town planner Britney Bendix summarized Program 3.846 and the housing‑element timeline: initial solicitation, RFP issuance and a target for permit issuance in the next housing element cycle. “Based on the annual progress report, it did appear that we haven't really had a discussion on where we'd like to pick up on this issue,” Bendix said, noting the town had pivoted to address new state housing laws and other priorities.
Council members raised concerns about site suitability, deed restrictions on park land and the timing of SB 79 applications. The city attorney advised that removing the program from the housing element would require a general plan amendment and could reopen state review and RHNA certification issues.
Given those complications, council members voted to direct staff to delay advancing Gilmore House work and to revisit the matter at the March 2028 mid‑cycle check‑in, allowing incoming RM‑10 applications and other options to develop first.
Staff will report back at the mid‑cycle check‑in and recommend whether to proceed, amend timing, or remove the program after completing the required public and legal steps.
