Oklahoma County advisory committees hear progress on ARPA-funded elevators, ICB remodel and behavioral health work

Oklahoma County advisory committees reviewed progress on American Rescue Plan Act-funded infrastructure projects at meetings held May 22, hearing updates on elevator work, an ICB remodel and behavioral health renovations.
Bill, the county manager who presented the ARPA updates, said the Juvenile Justice Center elevators "are still on schedule to begin late next week." He told the committees that Annex security work and sliding doors are progressing but that the security portion remains outstanding while contractors finalize connections.
On courthouse elevator work, Bill said the project remains "on schedule for June 30," and that a Department of Labor inspection is scheduled for June 4–6. "We have given a little time for any deficiencies and probably start up by June 10," he said, describing the tentative timeline and noting the county plans to use the second bank of elevators to support abatement work and accelerate the schedule.
Bill also reported on the ICB remodel, saying the Board of County Commissioners approved a change order and that the current schedule targets July 1 for substantial completion of structural work. He said the ARPA portion covering mechanical systems and framing "should be complete probably September 1, if not before." For behavioral health services, he said roofing is finished and the majority of fixture and equipment buyouts are happening this week, with substantial completion expected in December.
Committee discussion included a water-related issue on an elevator. Keith, a staff member, said the county secured a contractor to address the problem and has contacted the state elevator inspector; "If that doesn't work, the next course of action is to apply for a variance from the state, which he said he would consider," Keith said.
Both bodies moved, seconded and approved routine items by voice vote: approval of minutes (May 11 for the infrastructure meeting and May 18 for the PBA advisory committee) and acceptance of the ARPA reports. Officials recorded no public comments at either meeting, and both adjourned after completing the agenda.
Next steps described by staff include the Department of Labor inspection in early June, use of the second bank of elevators to enable abatement, continuing procurement for outstanding signage, and follow-up on the elevator water-repair and possible variance if repairs do not meet state requirements.
