Student civic group asks Logan City to reinstate youth city council, requests part‑time coordinator and small budget increase

Shailene Spangler, a member of the College Community Engagement Council, asked the Logan City Council on April 21 to reinstate the Logan City Youth Council as an official city advisory body, authorize a part‑time youth engagement coordinator and provide a small budget increase to support the group’s programming.

Spangler said the proposal is the product of her capstone project and a semester of work with local youth leaders. "So we respectfully request that the city council approves the reinstatement of the youth city council as official city advisory body, authorizes the creation of a part time youth engagement coordinator and then improves the, slight budget increase for the YCC programming," she told the council.

Spangler described a four‑year strategy focused on establishment (years 1–2) and sustainability (years 3–4), and outlined staffing needs, liability considerations and a recommendation for a part‑time coordinator to handle meeting logistics, outreach and limited administrative support. Councilors asked for examples of how other cities structure the position, and Spangler said she had reached out to five other youth councils and could share those models with staff.

Councilors expressed general support but raised staffing concerns: one councilor said the council could likely find the suggested $500 in the budget but wanted more clarity about how the coordinator position would be structured and whether it would be a standalone role or rolled into existing duties. The council asked staff to gather more information at the upcoming League of Cities & Towns conference and to report back.

The council did not take a final vote on funding or the staffing request on April 21; members asked staff to follow up with examples from other cities and to return with implementation details for a future action item.
