Director of Finance Padriall presented the ordinance, saying the total appropriation is $291,000,000 for the fiscal year beginning Jan. 1, 2026 and ending Dec. 31, 2026. He told the council the total includes a $230,000,000 operating budget plus $61,000,000 in additional commitments: approximately $17,100,000 in interdepartmental transfers; $9,300,000 in contingency reserves; $9,600,000 for library funding; $19,100,000 for pension obligations; and about $6,200,000 in additional carryover items.
Padriall said a legal notice for the public hearing was published Feb. 4, 2026. Following the presentation, Alderman Sayed moved to adopt the appropriation ordinance (ordinance M-4-26) on first reading; the motion was seconded and the clerk recorded a unanimous roll-call vote in favor.
The hearing was then adjourned. The ordinance approved on first reading sets the city's fiscal spending limits; final adoption procedures and any required subsequent readings were not recorded during this meeting.
