The vote followed a detailed presentation from Daniel Hoffman, accounting manager with the Municipal Services District (MSD), who reviewed three city funds, cash balances and year-to-date revenues. Hoffman said the city’s main fund had collected about $425,000 through March 31 against a $577,000 annual budget and highlighted an available unassigned balance the council could use for community projects. “You have $405,000 you can use however you like in this spot,” Hoffman said.
Why it matters: The tentative budget sets the framework for public review and a subsequent final budget vote. Council members discussed several additions to consider for the final budget, including restoring an interlocal wildfire-reduction agreement with Fire Forestry and State Lands, repairing or replacing a UPD sign trailer, and participating in a state well-being survey.
Council member discussion focused on funding options and next steps. Council members asked staff to prepare a cash forecast and consider feasibility studies for longer-term capital projects such as a community center. Hoffman said the council already holds roughly $450,000 across funds that could be applied toward such projects and suggested a five-year forecast as the next step.
The council then took a formal roll-call vote on the tentative budget (resolution R2026-10). The clerk recorded affirmative votes from Council member Griffiths, Council member Harris, Council member Pena, Mayor Brands and Council member Hawkes; the chair announced the tentative budget passed.
Next steps: The tentative budget will be posted for public review and returned to the council for a public hearing and final adoption at a subsequent meeting. Any items the council wants added—such as the UFA/Fire Forestry interlocal contribution or trailer funding—can be included in the final budget.
