Staff presented the change as a move to a larger, better‑staffed dispatch operation (CECOM) and said the shift is aimed at improving dispatch quality and long‑term financial sustainability.
Staff described the rationale to the board: Qualcomm’s relatively small size requires higher per‑agency costs to maintain staff and technology, staff said, and quoted an earlier proposed Qualcomm rate increase of 32.5% that was later reduced to 10%. The administration told trustees that, on an apples‑to‑apples basis, switching to CECOM could produce projected annualized savings of about $400,000 in the first five years. Staff also said the village is required to give a 12‑month notice to withdraw; the resolution authorizes submitting that notice by the end of the month so the village would not be bound in future fiscal years.
Trustee Frost moved to approve the resolution and Trustee Garcia seconded. The board approved the resolution on roll call and the motion carried.
During the discussion, staff emphasized they intend to work with Qualcomm employees and with CECOM so that existing dispatch staff would have employment opportunities through any transition, and that the decision is focused on operational capacity and cost projections.
