The Village of Carpentersville Board of Trustees voted April 21 to approve an ordinance authorizing village staff to pursue refunding of certain outstanding 2014 general‑obligation bonds, with aggregate principal not to exceed $5,000,000. Assistant Manager Mason told the board the measure “does not come at a cost to the village” and would allow staff to act if interest‑rate conditions become favorable.
The ordinance was presented as a tool to preserve future savings opportunities after staff and the village’s financial adviser reevaluated market conditions. Mason said potential savings identified a few weeks earlier—previously estimated at more than $200,000—have narrowed because interest rates have moved; the most recent estimate reduced expected near‑term savings to less than $100,000 but staff said continuing to preserve the option is prudent.
Trustee Malone moved to approve the item and Trustee Abbott seconded. The board approved the ordinance on a roll‑call vote; the motion carried.
No immediate transaction or new debt was issued at the meeting. Staff said any actual refunding would occur only if market parameters become advantageous and would be brought back for required approvals.
