The Planning & Zoning Commission forwarded a positive recommendation to the Village Board for a major PUD amendment at 301 LaSalle Street to allow a five‑story mixed‑use building with ground‑floor commercial space and residential units above.
Staff explained the parcel sits at the southwest corner of LaSalle and Elmhurst Road and is part of the Lake Center Plaza PUD. The proposal calls for roughly 7,500 square feet of first‑floor commercial space with four stories of residential units above (just under 50 dwelling units total) and a basement level used primarily for resident parking. Staff noted the project meets PUD height allowances (the existing PUD allows up to six stories), proposed materials (brick, cast stone and fiber cement panels) and a sizable setback from Elmhurst Road; conditions include submission of a plat of consolidation, adherence to a land‑bank parking/monitoring plan if needed, and that EIFS/stucco not be used on residential elevations.
Commissioners asked about zoning classification, construction form (4‑over‑1), pedestrian access, sidewalk and parkway tree protection, and the prospect of first‑floor retail tenants. The petitioner’s attorney Lawrence Friedman and developer Riddin Alka presented the development rationale and said the applicant will try to preserve mature parkway trees where possible and that the developer has experience with nearby rehabilitations. Staff noted some minor comments in exhibit C that must be addressed before permit issuance and that any administrative sign relief would follow the administrative PUD amendment process.
After discussion the commission voted to forward a positive recommendation to the Village Board. Final design and permitting details, including addressing exhibit C comments and any sign relief, will be resolved during the permit and review process.
