Commission approves wide-ranging consent agenda: software, roads, utilities, EV charging study

Columbia County commissioners approved a multi-item consent agenda covering software renewals, infrastructure contracts, utility agreements and a study of electric vehicle charging in county parks.
Key items approved included:
- Kayenta billing software renewal for the water utility for the July 1–June 30 fiscal year at $347,238.24, charged by customer count and budgeted to the water utility administration line.
- A single bid award to US Infra Rehab Services for the Marshall Place storm-drain UV lining rehabilitation at $1,421,374.09, with a 120-day completion window; funding comes from the county's MS4 line account.
- East Coast Grading as low bidder for the 2026 Local Maintenance & Improvement Grant (LMIG) resurfacing contract at $2,570,442; staff noted the county will supply a 10% local match as required by program rules.
- A supplemental GDOT agreement increasing the tier 2 group 6 resurfacing contract by $319,476 and authorization to submit a 2026 LRA application listing Columbia County's allotment at $2,315,093.37 (no local match required); staff will correct a naming error (Juniper Court → Juniper Place) in the application before submission.
- A consulting agreement with Georgia Power for $10,000 to assess power availability and design options to install EV charging stations in county parks using identified federal carbon-reduction funding; staff stressed this is an early-stage study and will return with detailed answers on ownership, operating costs and potential make-ready programs.
- A UV-lining and multiple roadway and utility easement acceptances and contract renewals (ICE for construction inspection services; International Appraisal and Research Group for appraisal services), as well as several sanitary and water easement acceptances for new developments.
Commissioners asked routine clarifying questions about site locations, bidding and funding sources; staff said most consultant and inspection contracts are reimbursable through project funding. All consent items in the packet were moved, seconded and approved with no public comment recorded during the session.
What's next: staff will execute contracts, submit the LRA application after the correction, move forward on the storm-drain rehab procurement, and return with additional detail on EV charging ownership and upkeep options.
