The Spanish Fork City Council on March 24 approved two intergovernmental arrangements with Utah County: a sponsorship agreement that will reimburse the city up to $1,000,000 for construction of a competition pool at the Fit City Center, and an addendum to the county interlocal agreement to split costs for a new indoor arena and stall barn at the Spanish Fork fairgrounds.
Dale Robinson summarized the sponsorship agreement, saying the county will reimburse eligible construction costs up to $1 million over a five‑year period through Dec. 31, 2030. The city agreed to consider residents in the 84660 ZIP code and certain unincorporated areas as eligible for resident membership benefits. Robinson told council staff would manage existing memberships and process refunds or extensions in cases where people had already paid.
"They're going to be giving us $1,000,000 as soon as we submit for reimbursements for some of the costs that were expended in building that portion of the rec center," Robinson said.
On the fairgrounds, the council approved Addendum 4, a cost‑sharing agreement with Utah County for a new indoor arena (replacing the old Willie Barn) and a new stall barn. Robinson said the county will deliver specified payments—$350,000 by June 30 this year and additional installments in FY2027—while the city will cover the remaining share. The combined estimated cost for the project is $11,231,000, with the county and city splitting portions according to the agreement.
Council and staff discussed construction timing and the need to manage parking and event scheduling during demolition and rebuild. Dale and staff said the Willie Barn will be demolished to meet project timelines and the city will work to minimize disruption to rodeo and livestock‑show programming. Council approved the addendum by roll call vote.
The county sponsorship and the fairgrounds addendum both passed on unanimous recorded votes from the council members present. Staff said the agreements will allow Spanish Fork to host larger shows and tournaments that generate greater economic activity for the city and region.
Next steps: the city will submit reimbursement documentation for the competition pool per contract terms and coordinate scheduling and demolition activities at the fairgrounds with county partners and user groups.
