Council approves $135,750 grant for Spark by Hilton renovation in Des Plaines

The Des Plaines City Council on April 6 approved Resolution R‑97‑26 to award a one‑time business assistance grant of $135,750.55 to Schren Hospitality LLC, which is rebranding and rehabilitating the hotel at 2175 East Tuohy Avenue as Spark by Hilton O’Hare.
Jeff Rogers, director of community development, told the council the application included invoices and proof of payment showing eligible expenses totaling more than $900,000. He said the total project cost exceeded $1,500,000 and that the applicant complied with grant program requirements, including prevailing wage documentation retention affidavits.
Rogers explained the city amended the grant policy in 2025 to require council review before work begins; because this applicant initiated work under the earlier rules, the developer requested a waiver to allow consideration after work started. "The city council will retain the ability to amend that policy in the future as well as, consider waivers when appropriate," Rogers said.
Alderman Walston, whose ward includes the property, voiced support, saying the business has been a long‑time contributor to the community and the program helps sustain local investment. After council discussion and questions about documentation and prevailing‑wage compliance, Alderman Walston moved to approve R‑97‑26; the motion was seconded and passed by roll call.
The staff report noted the improvements will increase property value and future property tax revenue, and that all required invoices and payroll affidavits are on file for review if requested. The resolution authorizes the grant payment and directs staff to process the award.
