Centre County approves multiple contracts and a $750,000 state grant for Centre Hall library renovation

Centre County’s Board of Commissioners on May 12 approved a package of contracts and grant agreements, including a $750,000 state grant to support renovation of the Centre Hall Library.
Deputy Administrator Natalie Corman presented a grant agreement with the Pennsylvania Department of Education for $750,000 covering April 1, 2026, to Sept. 30, 2027, for the Centre County Library and Historical Museum Centre Hall Library renovation project. The Board voted unanimously to approve the agreement.
Several departmental contract renewals and adjustments were approved or added to a future consent agenda. Probation staff requested a renewal with Jefferson County Juvenile Detention Center (Ohio) to house juveniles when local capacity is full; the daily rate is $250 per juvenile and $300 for direct file cases. Krista Davis requested a Pitney Bowes lease renewal for the Willowbank Building mail machine totaling $48,909 (June 1, 2026–June 1, 2031), which the Board added to the May 26 consent agenda.
Administrator John Franek Jr. presented a 60-month electricity purchase contract with Direct Energy Business LLC for select county locations; the Board approved the contract. Dave Lomison requested and the Board approved a Costars contract to purchase two 2026 Ford Transit accessible vans at $129,923 each (total $259,946), fully funded by PennDOT.
Children and Youth Services and Aging staff requested multiple service contract renewals and addenda (totals and funding splits listed in the meeting materials). Leah Raker presented four Children and Youth contract renewals (Merakey Pennsylvania $160,000; Keystone Adolescent Center $150,000; Outside In School of Experiential Education $115,000; Child to Family Connection $40,000), each noting state and county funding shares. Quentin Burchfield presented aging program contracts and addenda, including a Centre Region Parks and Recreation Authority agreement for $129,574 (state-funded) and smaller addenda for day services, PERS devices, RN consultation and legal consultation. Those items were added to the May 26 consent agenda.
All contract approvals and additions to the consent agenda were taken by unanimous votes moved by Commissioner Amber Concepcion and seconded by Commissioner Steven Dershem.
